Outline Plan

An Outline Plan is a complex non-statutory document providing a more specific planning framework for an area. An Outline Plan will generally include the following elements:

subdivision concept,
road alignment,
land use,
open space,
utilities, and
conceptual servicing strategy.

CITYTREND can develop and manage the approval of an Outline Plan. Our experience has allowed us to resolve complex development issues and coordinate successful public engagements.

Outline Plan process

An Outline Plan generally fills the gap between the existing planning policies such as an Area Structure Plan and the Subdivision of a property. The Outline Plan allows a developer and the city to develop a detailed concept of subdivision that resolves the issues related to land use/zoning, open space, road alignment, servicing, and more. Although the Outline Plan creates additional cost and time, it allows to simplify future phases of subdivisions.

As part of your team, CITYTREND will initiate the Outline Plan process by submitting a plan with details required by the city. These requirements vary from city to city. Once the submission is completed, the city will circulate the plan to the referees involved in the process such as transportation, parks, planning,roads, community groups, and more. At the end of the circulation time, the city will produce a compilation of all comments and feedback received. CITYTREND has the task to address and resolve all the comments provided. Once the administration and referees are satisfied and have exhausted all avenues, our team will present the Outline Plan to the local planning commission (or council) for approval.
